Hwy 11-Hwy 30 Connector Road
This project is to design and build a road that would connect Highway 11 to Highway 30, as well as:
- Replacing the SE 7th Booster Station with a new Goad Road Booster Pump Station
- Additional water lines to the property
This project opens 250 acres of land for workforce housing and commercial development to be served by a road and pressurized water system.
Funding
This project is funded through the City's Water Fund capital outlay and State Revolving Funds through Business Oregon. Costs will also be incorporated into a Reimbursement District proposal, which would allow future development to reimburse some of the expenses.
On Dec. 22, 2022, US Senators Jeff Merkley and Ron Wyden announced $1.5 million for the project through Congress’s fiscal year 2023 omnibus appropriations package.

Why It's Needed
This project opens 250 acres of land for workforce housing and commercial development to be served by a road and pressurized water system. These lands cannot be developed without a booster station, and replacement of the SE 7th Booster Station was identified in the Water System Master Plan project.

Project Milestones
Anderson-Perry Work Order 2021-02 approved: $215,000 related to right-of-way (ROW) and rough road grade establishment, along with booster station property acquisition.
Oregon’s U.S. Senators Jeff Merkley and Ron Wyden announced secured funding for projects in Congress’s fiscal year 2023 omnibus appropriations package, which includes the $1.5 million for the Highway 11/30 Housing Expansion project.
The Oregon Legislature approved Senate Bill 1530, part of a package to invest $376 million in infrastructure and housing. Among the items in that bill is a one-time $4 million General Fund appropriation to support constructing this arterial road in Pendleton. The funding will be allocated to ODOT for distribution to the City, and it will cover a large portion of the cost to build the connector road.

Staff continues working with Anderson-Perry & Associates and Oregon Department of Transportation on roadway design. Anderson-Perry is working on the design and specs for the paving of SE Kirk Ave from the SE 15th St project boundary west.
ODOT begins working on design and ROW for the SE Goad Rd – Hwy 30 intersection and paving south utilizing the $1.5 mil CDS.
