Funding

The City of Pendleton has been collecting a Street Utility fee for several years now, with that money being used to maintain and reconstruct certain streets as allocated by the City Council. The City continues to receive State dollars for surface asphalt preservation, which comes from the State Surface Transportation Program (STP) funds, and are mandated to be used specifically for street asphalt surface preservation or street reconstruction projects. The City has used these dollars in the past to perform slurry seals and asphalt overlays on collector and arterial streets in a better condition, where a slurry seal will still provide some extended life to the surface. All these funds are in the Street Maintenance Fund.

The funds for this work will be coming from the Street Maintenance Fund, which are dollars from the State street surface preservation dollars and the City Street Utility fee that have been collected. These dollars have been earmarked specifically for street preservation and reconstruction projects.

Why It's Needed
Last year the engineering department hired CAPS, Inc., to update our Pavement
Management Program Options Report. As part of that report, a new city-wide inventory of all
the city-owned streets and public parking lots was performed and scored for condition and
saved in the Street Saver database. As discussed in the report, and in previous Council
meetings, treating streets with a condition ranking of satisfactory or good with a slurry seal
rather than an asphalt overlay after the asphalt has started to fail. This can stretch the
maintenance dollars out by extending the life of the asphalt without having to perform a costly
overlay. An overlay typically costs up to 10 times as much per square foot. Overlay type of
maintenance treatment is required on asphalt that falls below the satisfactory ranking. This
more costly overlay method of maintenance treatment would be required on roads that have
regressed to a failure where the surface condition contains much more cracking, rutting, and
unraveling.
