
This project will install a 500 kW Battery Energy Storage System (BESS) at the Wastewater Treatment Resource Recovery Facility (WWTRRF). This system will maximize the utilization of renewable energy produced onsite by storing energy generated from existing renewable energy systems and discharging it during high-demand periods. The project aligns with the City’s commitment to sustainability and energy resilience.
Funding
Sewer Fund will be used to fund this project, then be reimbursed from ODOE CREP grant funds. It is anticipated City will received $1,000,000 from the CREP grant and $381,170 from Investment Tax Credit (ITC). Construction is estimated at <12 months (lead time of BESS ~8 months). We anticipate the project will be reimbursed within a 2-year timeline.
The total project cost, under Ameresco’s turnkey Energy Savings Performance Contract (ESPC), is anticipated to be $1,381,170. Of this amount, 30 percent, or $381,170 is eligible for federal Investment Tax Credits (ITC); this ITC is available now and we are monitoring the status of eligibility with the change of administration. The ITC is applicable to municipalities, but the money needs to be fronted and the tax credit applied for after the system is brought online.

Project Milestones
On January 7, 2025, the City Council approved an agreement with the Oregon Department of Energy (ODOE) for a $1,000,000 grant to fund the installation of a 500 kW BESS at the WWTRRF.
City Council approvals the Energy Savings Performance Contract (ESPC) with Ameresco for the Technical Energy Audit and Project Development Plan (TEA/PDP) of a 500kW Battery Energy Storage System (BESS) at the WWTRRF which will cost $98,880 which will be covered by the Grant funding.
