City Council awarded construction of Well 11 & Well 11B Wellhouses Project on June 4, 2024.  For this project, there are two sets of Owner supplied equipment:

-         Pumping systems for each well

-         Variable frequency drive (VFD) equipment for each well

This equipment was separated from the Wellhouses Project to let staff directly specify the purchase of this equipment for the project. This is an area that staff is more experienced than the consultant that performed the design for the construction.

Columbia Electric Supply is the sole-source provider of Rockwell Automation equipment for this region.  We direct purchase from them as a sole-source provider.  For our water and wastewater system, we have standardized the use Rockwell Automation equipment, which includes Allen Bradley VFDs, harmonic filters, ethernet kits, telemetry programming, program logic controllers (industrial computers), etc. related to our Supervisory Control and Data Acquisition (SCADA) system. This equipment is necessary to operate and control the motors that will be installed with the pumping systems.

Funding

This project will be funded from the Business Oregon Special Public Works Fund.  There is about $10.08 million approved for loan drawdown.  Water system rates will cover the debt service associated with this project.  This purchase is part of the overall construction costs related to Well 11 & Well 11B Wellhouses Project.
