
This is a Water System Master Planning project objective to address some fire flow deficiencies and stagnant water in the Skyline pressure system, along with potential service to a new higher level pressure zone for development north of the existing City Limits.
In December 2023, staff approached City Council about authorizing up to $145,033 for Consor Task Order No. 26 to fund the Assessment and Design Concept. The proposed Task Order is intended to meet the following objectives for developing proposed improvements for:
- A new North Hill Booster Pump Station, with back-up generator redundancy, to pump to both the existing Skyline and future 1570 (elevation) pressure zones;
- Assess any needed improvements to North Hill Reservoir, 1 million gallons, located at Vincent Park;
- Assess improvement or abandonment to 5th & Horn Booster Pump Station;
- Assess improvement to 12th Street Booster Pump Station;
- Assess demolition of Skyline Reservoir, where there is potential for stagnant water; and
- Assess potential improvements to the distribution piping required for the new North Hill Booster Pump Station to continue to serve Skyline and future 1570 pressure zones.
From this 7 month assessment, options will be created for future Council recommendations to move forward with design and construction considerations.
Hydraulic modeling to assist with this assessment is already undertaken with the Water System Master Plan 10-year benchmark work approved by City Council.
Funding
Over $10,000,000 from State of Oregon Special Public Works Fund has been secured. A portion of these funds are targeted for this assessment and future design & construction of improvements related to Skyline and future 1570 pressure zones.
