This project is the final piece to connect the SE Byers Avenue water system to the North Hill system to provide better water flow and redundancies.

Two phases of the system connection have already been completed:

  1. The SE 8th Street Bridge Project provided the 12" connection across the Umatilla River
  2. A project from the NE 1st St area across NE Ellis Place to the PP&L (Pacific Power) Substation provided the 12" connection to the North Hill System.

This project connects those two previous projects. The connector water main was identified as a need in the Water Master Plan. 

Road closure information:

During this project, NE Ellis Place east of the PP&L (Pacific Power) Substation and parts of Lee St Grade will be closed from about 7 a.m. to 4:30 p.m. on work days. The alternative route across NE Ellis Pl to NE 1st St will be open and usable during those times that the route to Lee St Grade is closed. We expect this work to take 2-3 weeks.  Any water service interruptions will be scheduled with the affected property owners 24 hours ahead of the interruption.  Those residents in the NE 1st St and NE Ellis Ave/Pl area will notice increased traffic during the project. 

Funding:

Work will be done in-house. Water Fund will be used to purchase materials for this project.

Why It's Needed
The new water main and connected system will provided better and more consistent water flows to the north side of town. This system will also allow for an additional backup feed for the 14" main that goes under the river near the old Elks Lodge.
