
Pendleton Public Works has identified its next construction projects. Scheduling will depend on time, budget and staffing levels, but these seven projects could happen in the 2023 Construction Season:

- NW 12th St from NW Horn Ave to NW Johns Ave

- NE Ellis Place
- SW 30th St from SW Hailey Ave to SW 28th
- NW Despain Ave from N Main St to NW 8th St
- SW Hailey Avenue from SW 32nd 600 feet west

Storm Drainage System Upgrades
Multiple streets in the City of Pendleton have inadequate drainage systems. Two areas have been marked for new pipe and/or catch basin installation in the 2023 construction season:
- NW 7th St from NW Furnish Ave to River – 1800’ of PVC pipe. This will require trenching from the river to NW Furnish as well as trenching across NW 7th. This project marks phase 1 of 3.
- NW 12th St from NW Horn Ave to NW Johns Ave: This area has not been served by storm drainage prior, and this project will add about 650’ of PVC pipe along with numerous catch basins. Trenching will be required to complete the work. This project marks phase 3 of 5.
SE Third Street Reconstruction
This job will rebuild Southeast Third Street from Southeast Frazer to the Umatilla River. This project will include improving the infrastructure and pavement of the road following the replacement of the SE 3rd Water Main in the 2022 Construction Season. This project is being partially funded by the PDC and partially by the water fund.
SW 41st Parking Lot Reconstruction
The project consists of the following for the construction of a parking lot at the north end of SW 41st Street, in Community Park:
- Installation of approximately 320 LF of Type C concrete curb
- Placing and compacting gravel backfill in front of the curb
- Performing finish grading to the gravel base previously placed by the City
- Placing approximately 300 Tons of Level 3 HMAC parking lot at a 3” depth
Water Main Installation
Two of the 2023 Construction Season projects involve adding new water main lines to connect different areas of the water system and provide better flow and new access:
- NE Ellis Pace: This water main installation connects the SE Byers Ave water system to the North Main system through the new SE 8th St/Lee Street Bridge. This job will consist of about 1300 feet of new 12” water pipe
- SW 30th St from SW Hailey Ave to SW 28th St: This water main installation connects the SW Hailey Avenue water system to the SW Houtama Road water system to have options to supply customers in the Houtama/Sherwood neighborhoods in the event of a line break in the area. The project will consist of about 1000’ of new 8” water pipe.

The Water crew will be installing a new water main on Southwest Hailey Avenue starting at SW 32nd Street going west for approximately 600 feet. This project will require street closures on Hailey Avenue, tentatively expected to begin the week of June 26th.
NW Despain Water Main Replacement
The old 6” cast iron water pipe on NW Despain is being replaced ahead of the reconstruction of that street. This project will install new 8” water pipe under about 1500 feet of NW Despain Avenue from N. Main Str. To NW 8th St.
