
Roy Raley Park is Pendleton's oldest park and lies directly adjacent to the world famous Pendleton Roundup Grounds and the Umatilla River. The park was originally home to an open air Natatorium that was completed in 1915 and was used until the 1960's when the Pendleton Aquatic Center was opened in its current location by Pendleton High School. The Natatorium pool was filled in and a concrete slab poured over the top. Constructed in the 1970's, that slab is now home to pickleball and basketball courts in the summer and an ice skating rink in the winter. The slab is now failing; cracks have formed across the surface, and sections have noticeably dropped. Ground penetrating radar has shown that a void now exists under the pad. Engineers have determined that the best course of action is to excavate and then rebuild the pad. This will also allow us to upgrade the pickleball courts to feature built-in nets.
Roy Raley Park also contains a small playground, large bathroom and a grass amphitheater. This project would upgrade the playground border and replace small equipment that previously failed and was removed. The current playground border is deteriorating old treated lumber which should be removed. The project would also address the ADA stall of the men's bathroom that was vandalized, and the complete stripping of the anti graffiti paint, repainting of the interior, and re-staining of the exterior wood surfaces.
