
This is a planned reconstruction for the 2023 construction season to rebuild the portion of SE 3rd Street from Frazer to Stillman Park, including a new storm drainage system.
- Roadways will be completely reconstructed to address the subgrade failure.
- Catch basins and storm water pipe will be installed to improve and address drainage issues.
- Curb and gutter will be removed and replaced, as needed, to address drainage issues.
- Sidewalks will be removed and replaced, as needed, to address safety issues and to ensure compliance with ADA standards.
- ADA ramps will be installed to meet Federal ADA standards.
SE 3rd Street may be closed to through traffic on a block by block basis during working hours. SE 3rd Street will need to be reopened with a smooth, flat, passable road surface of gravel or asphalt at the end of the work day for local traffic. Access to driveways and side streets will need to be provided at the end of each work day.

Project Milestones
Sealed bids for the 2023 URD Project – SE 3rd Street Reconstruction open. Bids must be received by 2 p.m. Aug. 8, 2023.
Pendleton City Council approves transfer of up to $104,000 from the water fund to pay the Pendleton Development Commission Contractor for half the total asphalt cost for the SE 3rd Street Reconstruction Project. The PDC will pay the other half of construction costs.
Work begins on the project
Paving occurred the week of November 13th. Next steps: Raising of utilities will follow, along with punch list items.
