Full replacement of historic bridge over the Umatilla River. The new bridge was built for future growth consideration as an arterial roadway with two travel lanes and two bike lanes, provided separate pedestrian facilities, improved lighting, and addressed free span of the Umatilla River and adequate freeboard for a base flood (100-year) event.
Project was funded through grants from the State of Oregon Local Highway Bridge Program. City’s portion of local match of $423,395.96 was derived from a combination of Water, Sewer, Street, and System Development Fee funding. Umatilla County provided a local match of $375,000.

Why It's Needed
Built in 1909, the original 8th Street Bridge (Lee Street Grade Bridge) was scored with an extremely low sufficiency rating and needed to be replaced. In addition, the old bridge was 19-feet wide for travel, had no pedestrian facilities, was load limited for freight, and did not meet flood free-board requirements for rolling debris during a base flood (100-year) event.
The new bridge was tested shortly after substantial completion in November 2019 with the February 2020 flood event. The bridge performed admirably and suffered very minor damage. The event was recorded as a 250-year event; thus, the replacement bridge provides a much higher level of confidence for future flooding consideration.
Historic trusses from the old bridge have been preserved.
