Why It's Needed
Similar to a bad intersection at a road, Runway 29 at the Eastern Oregon Regional Airport had a "hot spot," or a space with a risk of collision or runway incursion. That space requires specific attention by pilots and drivers to avoid those issues, and realigning the runway removes that hot spot and makes the airport safer for all users.

The FAA defines a hot spot as a place on an airport movement area with a history or a potential risk of collision or runway incursion demanding heightened attention by pilots and drivers.
