RRF Admin & Warehouse building

The project includes the construction of a new Administration Building at the Wastewater Treatment Resource Recovery Facility, which will bring the facility into compliance with ADA accessibility requirements for both staff and the public, as well as meet OSHA safety regulations. A new Warehouse will also be constructed to provide secure, compliant storage for chemical supplies and safety equipment, along with security upgrades at the facility entrance.

Admin Building

The existing administration building was constructed in the 1970s and houses administrative offices, a laboratory, a control room and a locker room. Although the building remains structurally sound, it has several limitations, including inadequate locker room and shower facilities, accessibility issues and laboratory safety concerns. The current facilities do not meet applicable workplace safety requirements.

The new administration building will be designed to meet accessibility and workplace safety requirements. Located just north of the current operations building, across the facility’s access road, it will include offices, a conference room, a kitchen and break room, men’s and women’s locker rooms, restrooms, and dedicated heating, cooling and technology support spaces.

Moving administrative operations into the new building will also create room to expand the laboratory in the existing operations building and allow the City’s Public Works Department to accommodate future growth.

Warehouse Building

Today, maintenance parts, personal protective equipment (PPE) and chemicals are stored in several locations across the facility, including spaces that do not meet workplace safety requirements.

The new building will consolidate storage for PPE, maintenance parts, chemicals and other materials in one location near the center of the facility. Keeping these supplies together and separate from other structures will improve access for staff, support maintenance work and provide safer, more organized storage.

This part of a larger project working with Keller Associates for planning and design improvements at the Resource Recovery Facility.  The admin building and warehouse is the second phase of a three-phase rehabilitation and upgrade project at the City’s Resource Recovery Facility (RRF), which treats wastewater. Phase 1, the West Secondary Clarifier rebuild, was approved in July 2026. Phase 2 includes construction of two new buildings to improve workplace safety, provide needed storage and support daily facility operations.

Funding

The costs will come from the Sewer Funds as part of the $9 million Clean Water State Revolving Fund Loan that was received to complete three WWTRRF projects.

As part of the financing arrangement, $2 million of the $9 million loan will be forgiven upon successful completion of the project. Keller Associates has also teamed with Ameresco to help find additional funding sources to add to the project’s overall effectiveness. All proposed improvements are included in the 2020 Facility Plan and are scheduled for completion as part of this project.
